Any advice on why diet and exercise aren't working for me?

I have been on a very strict diet for months now, and I work out between 1 to 2 hours a day, 6 days a week, and NOTHING is happening, I'm not even losing inches. I don't eat any wheat, dairy, or caffeine due to allergies, and I don't eat any refined sugars or junk food. I don't drink anything but water. Why isn't this working at all?
