Is catching someone who's going to commit a crime BEFORE committing the crime, right or wrong?

I think This is a difficult question to answer but also i think the answer is yes. Aslong as the police get there timing right, and arrest the person as they are doing the crime but befor the act is commited. MAybe instead of arresting, the police could move the victim to a safer place befor the crime happens.
