How do u find free obituaties online?

im trying to find an obituary for my dad! His name is Hugh Maxwell Leighton! He died when i was five the only thing that i know about him is when he died and when he was born. He was born on Jan 01, 1966 and he died on Feb 21, 1999 so if anyone can help me either find the obituary or give me sites on where to find the obituary I would love that. I am now a foster kid i have been a foster kid since my dad died. so i dont get this infomation
